The quest markers bring me to some "generators" that I'm supposed to disable somehow, but there isn't anything on the generators that I can interact with.

Matt, I had the same problem. Then it occurred to me to check for a mission item.

Sure enough, there's "EMP Charges", which happily scramble the generators.
