If you're looking to PVP definitely. The upcoming crew skill changes in patch 1.2 will mix it up a bit however so I wouldn't choose something just because it is seen as the best right now.
I know that I'm not thrilled with Armstech. I've always gotten better gear from an equipment commendation vendor and trying to get the rare materials to make better barrels is insane.
